It measure 3-5/8" by 2-1/4" and has the name f Antonio Gonzalez as Grand Secretary and his signature is on front. It has an embossed seal at center. Also a small cap off the upper right corner.
    Note: on back it has PHILIPPINE ISLANDS but on front they used PHILIPPINES. Long Transition period!
